Program Description

          The administrative responsibilities of the 21st century Chief of Police and Command Staff can be daunting in view of the numerous laws that protect the public as well as the employment rights of individual officers.   This training session offers a review of relevant laws and practical guidance to implement effective policies and procedures addressing recurring issues in police management


Target Audience: The course is specifically designed for municipal police chiefs and other command staff.


Course Objectives:  To provide a legal update, offer insight into best practices designed to reduce exposure to costly and disruptive litigation and to stimulate thought and discussion through the presentation of case scenarios addressing the following topics: 


  • The Rights and Obligations of Disabled Police Officers and Management with discussion on:


  • the Heart & Lung Act
  • the Workers’ Compensation Act
  • the Americans with Disabilities Act
  • Collective Bargaining Agreements
  • Pennsylvania Labor Law
  • Properly Composed Job Descriptions
  • Effective Lines of Communications


  • The Amendment to the Pennsylvania WireTap Law
    • It’s Not Just About Law Enforcement’s Capturing of Audio/Video
    • Has a Policy Been Implemented (and must it be placed on a website?)
    • Exemption from Right to Know Law
    • Know the New Procedures and Train Your Right to Know Officer


  • Workplace Harassment:  Recent Case Law the Impacts “Supervisors” and Practical Guidance on Compliance with Fair Employment Laws


  • Legislative and Legal Update on Issues Effecting Police Departments
