Dr. Gregory A. Warren

Captain, Delaware State Police, retired ________________________________________________

 Dr. Warren is a twenty-two year veteran of the Delaware State Police, retiring in 2005, as the Director of Training, for the Division of State Police in Delaware. Captain Warren, during his career, served as a uniform trooper, patrol commander, Director of Community Services, Director of Planning and Troop Commander. Dr. Warren is a certified Master Instructor and is the author of Police Academy: Training for 21st Century Law Enforcement. Captain Warren also served as the Administrator for the Delaware Council on Police Training. Captain Warren has received numerous awards during his career, including the State Police Exceptional Performance Award, Rotarian of the Year, Friend of Highway Safety Award, United States Air Force Commander’s Medallion, Delaware Technical and Community College’s Award for Outstanding Alumni and is a Paul Harris Fellow. Captain Warren is a U.S. DOJ certified anti-terrorism training program instructor and specializes in prevention and response training for all types of active shooter, and organizational security threats.

Dr. Warren retired in 2019 after 11 years as an associate professor and the program chair, for the Masters in Management program and then the Masters in the Administration of Justice and Masters in Homeland Security programs at Wilmington University, and is now the Dean for Workforce Development and Continuing Education at Chesapeake College. Dr. Warren has been an adjunct faculty member at several other area colleges and universities for over 30 years. Dr. Warren teaches a wide variety of both criminal justice and business-related courses, at both the undergraduate, graduate and doctoral levels. Dr. Warren has served as a director or officer on numerous local, regional, national and international professional and non-profit organizations. Dr. Warren has written numerous articles on leadership development, police academy training operations, and the effect of Integrated Strategic Management Systems on organizational performance. Dr. Warren is currently finishing the second edition of Police Academy, and is also working on his latest book Take Us to The Top: The Twenty-five Steps to Success, which focuses on the criticality of individual and team performance to organizational effectiveness. Dr. Warren’s post-doctoral studies include the application of system’s theory and comprehensive leadership development to organizational performance and success. Dr. Warren is currently preparing his new leadership training program Decision Based Operations 50/50, which focuses on providing comprehensive, decision based organizational leadership training, to all internal organizational stakeholders as one group. Dr. Warren also presents Leadership Staff Rides, using the Battle of Gettysburg, which are dedicated to developing both high-performance leadership and followership for today’s forward leaning and forward moving organizations.

Dr. Warren is a 1992 graduate of Temple University in Philadelphia, and holds his Doctorate Degree in Vocational Education. He also holds an Associate’s Degree in Police Science, a Bachelor’s Degree in Criminal Justice, a Bachelor’s Degree in Behavioral Science, a Master’s Degree in Supervisory Management, and is a graduate of Northwestern University’s School of Police Staff and Command. He is currently a member of the International Association of Chiefs of Police, Police Administration Committee, and is a member of the Society for Human Resources Management. Dr. Warren is currently the Managing Member of the GSA qualified, American Law Enforcement Training and Consulting LLC, specializing in organizational analysis, strategic planning, ethics, risks management, leadership development and performance management. Dr. Warren also provides expert case analysis and testimony related to civil litigation involving both individual and organizational malfeasance. Dr. Warren’s clients have included the State of Delaware, Las Vegas Metro PD, West Palm Beach PD, Delaware State Auditor’s Office, New Castle County PD, Delaware Council on Police Training, University of Delaware PD, the Pentagon Force Protection Agency, and numerous local, regional and national law firms.
